At this stage the brain releases positive emotions and chemicals and makes the person you are speaking to, feel at ease.

Once the rapport has been established you can go on to making your subconscious suggestions. The suggestions should be subtle, and worded in a way that will not bring any conscious attention to the person. For instance you can give the person the illusion of free choice, but in reality word our suggestion in such a way that the person doesn't have any such choice.
